Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant nine pardons and one restoration of firearms rights only. An additional 40 clemency requests were denied and nine had no action taken upon them. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Michael D. Andrews (Fayetteville): Burglary, four counts (B Felony), Theft of Property, four counts (C Felony), Theft by Receiving (B Felony) and Theft by Receiving (C Felony).

This notice is issued based on the dates of conviction (1986 and 1989 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has raised objections to the application.

Seth R. Dickerson (Calico Rock): Possession of Marijuana (C Felony) and Possession of Drug Paraphernalia (C Felony).

This notice is issued based on the date of conviction (1998 – Izard County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Raymond W. Higgins (Paragould): Theft of Property (C Felony).

This notice is issued based on the date of conviction (1989 – Greene County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Tina M. Bere McCasland (Jonesboro): Possession of Pseudoephedrine with Intent to Manufacture Methamphetamine (D Felony).

This notice is issued based on the date of conviction (2002 – Clay County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

James S. Medlin (Jacksonville): Possession of a Controlled Substance, Methamphetamine (C Felony), Possession of Drug Paraphernalia (C Felony) and Possession of a Controlled Substance, Marijuana (A Misdemeanor).

This notice is issued based on the date of conviction (2001 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Gary J. Mizell (Watson): Possession of Drug Paraphernalia (C Felony).

This notice is issued based on the date of conviction (1994 – Desha County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Nicholas K. Robertson (McCrory): Possession of a Schedule II Controlled Substance, Methamphetamine (C Felony).

This notice is issued based on the date of conviction (2000 – Jackson County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Nathan L. Sipes
(Damascus): Theft of Property (C Felony) and Arson (B Felony).

This notice is issued based on the dates of conviction (1996 – Cleveland County and Calhoun County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Keesha Stoops (Little Rock): Manufacture Methamphetamine (Y Felony), Possession of Meth with Intent to Deliver (Y Felony), Furnishing Prohibited Articles (B Felony), Possession of Controlled Substance without Prescription (C Felony), Manufacture of Methamphetamine (Revocation) (Y Felony), Possession of Meth with Intent to Deliver (Revocation) (Y Felony), Furnishing Prohibited Articles (Revocation) (B Felony), Possession of a Controlled Substance without Prescription (Revocation) (C Felony) and Possession of Methamphetamine, two counts (C Felony).

This notice is issued based on the dates of conviction (2001, 2002 and 2003 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Governor Hutchinson intends to grant restoration of firearms rights only to the following person:

Larry Light (Vilonia): Leaving the Scene of an Accident with Personal Injury (D Felony) and DWI 1st Offense (U Misdemeanor).

This notice is issued based on the date of conviction (1993 – Monroe County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
